but i can view it in the chrome developer tools and use them in a different Dapp

server url and app id are public info

im not sure what you mean with different dapp

like docs say - the only thing you can do with app id and server url is to sign up new users to your dapp

you can restrict how new users are allowed to be signed up in your cloud code
