You can not do a send like that, a send would need to send a transaction on chain, and for that you need to sign the transaction.
In front end MetaMask will popup and you can sign the transaction in MetaMask.

so there is no way to use cloud function for that scenario?

There is possible, but it is a little more complicated and it implies to use a hard coded private key
